The Nevada County Hospital or as some call it the Nevada City Asylum dates back to the gold rush times. For years it has sat abandoned nearly forgotten except for those like myself who dare to explore its dark halls filled with asbestos, graffiti, mold, lead paint and crumbling halls. Today only its ghosts retain its secrets as the dearly departed have never left the Hew Building or its maze like corridors!

The HEW building or the Heath Education and Welfare Building closed in 2005 years later it looks like something apocalyptic hit it as its overgrown and crumbling away.  Which is why it fascinates people because you have these old buildings in the middle of the national forest where its dark, secluded and has so many stories about murder and ghosts stories.

The complex itself is 34,000 square feet so its huge on top of it other buildings are scattered across this grounds. I am surprised honestly it still stands because so many hospitals in America are being torn down. For me this place meant everything to me because the history is amazing but also I knew I might get to experience real paranormal activity and to share this place on our website is just something I been wanting to do for years for our PGS fans.

I put a ton of work into this location because we wanted to bring you a really great haunted site and I roamed this places halls alone having a ghostly experience of my own. So the HEW building is full of secrets but also history which makes it so intriguing not just to explore but to possibly have a real paranormal encounter.

The first hospital in Nevada City was established a short time after the gold rush in 1855 according to the American Medical Directory Volume 2 by the American Medical Association, copyright 1909. So that is how we know about this regions mental health care that seemed to hold some precedence in the area but not just that but its first uses as an actual working hospital.

At the time the hospital was much closer to town near many homes which locals had took issue with. I mean the hospital was loud imagine trying to sleep and you hear screaming all night long. So in 1860 the hospital was moved ¾ a mile to the northeast section of town in a hilly woodsy grove away from Nevada City.

In 1860 it cost $2600 for the construction, fencing, digging the basement and putting in the foundation along with the surrounding land. Then around 1863 a two story wing had been added back then that cost around $800 and the main building was about 70x30' while the kitchen and dining room was around 40x30' and the wing was 20x30' which at that time had very small rooms for patients nothing fancy.

By 1880 they had to add another wing because they just did not have enough room for all the patients. I read an article that said according to the States Biennial Report of 1884 from 1881 through 1883 their were a total of 235 patients admitted to its inpatient department and %15 of them did die roughly 43 deaths.

Some are buried on the grounds in potters field type of graves so there is no way to know where or whom was buried where while some probably ended up being buried in the Nevada City Pioneer Cemetery or nearby St Canice Catholic Cemetery. But like most hospitals of that day if you died on site most of the time family never came to pick up there relative so hospitals would often just bury a patient on the property.

Into the early 1900's the hospital had three wards for women, four for men, one private ward for patients paying for impatient and a separate building if you were sick with a disease. However, the insane were not separated from the general population of patients that were not afterall this was a mental hospital. In 1912 the State Board Of Charities and Corrections felt the appearance of the rooms as well as wards they felt were in great shape. They said the bathrooms were not here.

In the 1920's the hospital added another addition and used it all the way up until 1975. However, when the 1980s rolled around the county jail was overcrowded so they took low-risk inmates and housed them in the main building of the retired hospital. Which they could do because the doors were made of steel and the rooms were as small as prison cells. I know this because I went into a few of them although not sure why the basement had rooms with dirt floors that had to be difficult to be locked in a room like that all day long.

On video I did talk about a mentally ill man who was having out patient appointments on a regular basis here who ended up killing two people here and shot three people in total. He became hostile when he was unable to see his psychiatrist or doctor rather. I guess he also killed a person at a restaurant also believing he was being poisoned while dining there.

Lets just say that the shooting was lead to Laura's Law As Laura Wilcox was one of the individuals that was shot and murdered in the NEW building. Her family fought for changes to the system regarding mentally ill individuals and gun laws. In 2003 the law came to be granting counties and there judges the ability to court order outpatient treatment for mentally ill individuals who met certain criteria but also that 72 hour hold as well that way if you are a danger to yourself or others you can be held by the hospital for assessment.

The county in 2007 hired someone to assess the HEW building and grounds. They report cost them nearly 100k to have someone walkthrough and figure out what could be done with the buildings on the grounds. They stated that it would cost over 2 million dollars to demolish the complex or almost 14 million dollars to renovate the entire facility. I mean honestly its badly damages you have asbestos, holes in walls, ceilings coming down, wiring everywhere, graffiti, vandalism, broken floors, missing windows, doors etc its more renovations then within the county budget even just to demolish it because all of it would have to be hauled out on dump trucks.

In 2011 the county decided to sell the building to Litchfield Construction for almost 100k but a little less then what the County paid to have an assessment done in 2007. The company wanted to turn the place into 200 residential units or apartments but the zoning laws prevented that. So they stated they would only created 36 units instead but the real estate marking was not doing so well so it never came to bee.

Since then its been abandoned the local SWAT team and police have used the buildings to train in which is perfect honestly. I think that it should be used and honestly one day its probably going to be leveled because its the land that others are more interested in. The facility cant be saved but the land here is pretty full of old trees that change colors in the fall I could see someone building a few homes back in here but id hate to see the hospital be torn down and we should register it on the registry of historic places because it does qualify for that much at least.

At one time in its later years the HEW building actually dealt with Health Education and Welfare. But it also was a hospital it was not just for the mentally insane. I read about during tuberculosis they used it to quarantine the local townsfolks to prevent the spread. I mean so much history surrounds this place. I heard at one time there was some wooden grave markers which are long since gone. The entire place is dreary, sad, desolate, mysterious and haunting.

I know some people go up here to party even heard of people sacrificing animals etc. But for me this was not a fun trip this was a project that I felt needed to be put out there to the world so we can show honor to this historic hospital and its symbolism. We have preserve these sites if we cant share them with everyone so we hope you enjoy this great pioneer hospital because that is what it originally was when it begin during the gold rush boom years.

The hospital over the years seen so many revisions through the years. It served as a poor house, morgue, housing for low-risk inmates, general hospital, welfare office and of course a Behavioral Health Clinic with inpatient and out patient services for those who had mental health issues. The complex had many offices, buildings, wards and rooms throughout it.

In 2001 when tragedy struck here it shook the community because Scott Harlan Thorpe was having delusions so when he walked into the main area he killed two employees and severely injured a third. He wasted no time driving to a nearby restaurant killing the manager and wounding the cook. Despite the killing spree the hospital still remained open till 2006 and that is when the county moved there offices to a new location. Its hard to believe that ten years after I could visit this location and it looks like a seen out of the Walking Dead.

Yes Laura's Law came out of the tragedy because then the California judicial courts could order out-patient treatment for the mentally ill showing signs of potential violence. I think at the time the 19 year old receptionist would not have been killed if they would have just saw the patient since he was having delusions and showing signs of harming others possibly. The law now is written so that if your mentally violent the courts can intervene to prevent something like this happening. So the law was born out of the tragedy that transpired here.

But with 152 years of history also comes haunts can you imagine in 2011 if they actually succeeded in building or renovating condos here on this 12 plus acre plat of land in the woods? They wanted to build over 172 of them and they probably would have been the most haunted condos in the country because its obvious this place is dead haunted. Even when I was alone roaming the corridors I stood near a patient room when something came up behind me and starting breath deep and very heavy. That does not explain the pounding I heard coming from within either so I have to assume the place has its fair share of haunts and spooks.

But their is no hospital here out west like this one I mean your talking about a complex that has existed when some of the first pioneers came here out west to mine and build gold rush towns like Nevada City. Back when this was a hospital it was all horses and buggies there was no even working electricity running here in its early beginnings. This hospital when through years of various transitions the problem is that today the lead paint and asbestos probably will lead to the complex never reopening again but it should be listed on the registry due to its age and what it symbolized locally to the most early pioneers whom came to Nevada City California.

Trespassers enticed by ghost stories a constant problem, says owner of Nevada City’s HEW building

The Nevada County Sheriff’s Office received 68 calls for service in 2017 at the former Health, Education and Welfare (HEW) building near Nevada City, according to Sheriff Keith Royal.

Deputies responded to concerns including break-ins and suspicious vehicles at the vacant building, Royal said, and arrested violators with active warrants and on charges including drug possession and trespassing.

Royal attributes the violations to transient individuals using the building for shelter and juveniles using it as a place to party.

Bill Litchfield, who purchased the property on Willow Valley Road from the county in 2011, attributes repeated break-ins to various websites touting the HEW building as a haunted, abandoned insane asylum.

“For years, I’ve been trying to get these various sites to take down the crazy claims they have about the building,” he said. “But it’s a lost cause. As soon as I convince one site to take it down, another one pops up.”

Trespassers break into the building nearly every weekend, Litchfield said.

A tragic history

The 12-acre historic property was once the site of a hospital, built by Nevada County in 1860 and in operation until 1975. In the 1980s, the county began using the building to house low-risk inmates from the overcrowded old jail and later used the building to host its Behavioral Health Department and other offices.

On Jan. 10, 2001, Scott Harlan Thorpe, a 40-year-old Behavioral Health Department client, opened fire inside the building, killing 19-year-old Laura Wilcox, an intern at the building, and 68-year-old Pearlie Mae Feldman, who reportedly brought a client to an appointment that day.

Judith Edzards, a 49-year-old county supervising health technician, was shot several times but recovered from injuries. Daisy Switzer, a 35-year-old county employee, suffered a broken pelvis and other injuries when she jumped from a second-floor window to escape.

Thorpe then went to Lyon’s Restaurant on Nevada City Highway, where he fatally shot 24-year-old Michael Markle.

Abandoned

The county vacated the HEW building in 2006, citing deteriorating structural conditions and years later sold it for $95,000 to Litchfield, who tentatively planned to build housing at the site.

In 2013, Litchfield signed an agreement with the Nevada Street / Willow Valley Road Neighborhood Association that detailed development guidelines.

According to the agreement, Litchfield was to build 33 units on the property.

But Litchfield said those plans were put on the back burner. Building a development consistent with the neighbor’s standards, Litchfield said, wasn’t economically feasible.

Renovation costs would be hefty, Litchfield said, due to the presence of lead paint, asbestos and other hazardous materials inside the building.

He still plans to someday develop the property, he said, but couldn’t say when that might happen.

Because the property is in Nevada City’s sphere of influence, the city would have the option to annex the parcel if development plans were proposed.

Laurie Oberholtzer, a member of the neighborhood association, said the group was pleased with the agreement it signed with Litchfield. She hopes any future development plans will stay consistent with the contract.

Neighbors in the area keep watch at the building and are in regular contact with Litchfield, who Oberholtzer said is quick to respond to issues of vandalism or trespassing.

“We all keep an eye on it,” she said.
